- In response to the challenges that modern societies pose for citizen participation in representative democracies, theories of participatory democracy are experiencing a revival. Whereas the means suggested to reach the participatory end are numerous, focus is on the local level and its potential to serve as a breeding ground for the enhancement of political citizen participation. For the same reason, Swedish municipalities have been the subjects of democratic experiments and measures that are meant to promote citizen participation and their influence. This is conducted through a case study of the municipality of Mark and their experience with “citizen proposals” as a means to enhance political citizen participation. To understand what factors may have contributed to their successful execution, interviews with public servants in Mark as well as an extensive document review of “citizen proposals” is conducted. The findings are that the context has had a significant impact on the value of “citizen proposals” for citizen participation, albeit not a political one. (Less)
