The aim of this study was to examine how staff members within the work area of group homes for disabled grownups conduct themselves in relation to their clients’ rights to self-determination. The base of the study was founded upon six qualitative interviews with staff members from two group homes. We could identify four factors which the staff members considered as having an influence on them in terms of working with self-determination. These factors were legal aspects (LSS), colleagues, the residents themselves and their family members. In the analyzing phase we used Michaels Lipsky’s (1980) theory regarding street-level bureaucracy and Bolman and Deals’ (2005) presentation of the symbolic perspective on organizations in order to reach a deeper level of understanding of how these factors create a certain discretion and how organizational values are created to cope with these factors. We found that the staff members describe their role as complex in order to enhance self-determination for their clients since it is their responsibility to interpret laws and directives into individual judgments. The staff members claimed that they used certain strategies to cope with their complex role. A conclusion regarding this matter that is presented in this study is that organizational values, which are preserved through stories and rituals within the organization, and the perspective of discretion results in an understanding of how the staff members deal with their complex role. Another conclusion is that the relationship between understanding the role of the staff members through symbolic organization theory and street-level bureaucracy can be seen as correlative in this study. This stands in regard to the presentation that the staff members’ discretion is shaped by mutual values in working with self-determination for the clients but the same phenomenon can also be seen as the staff members’ individual use of their discretion as resulting in legitimate strategies which later on create organizational values.
