Abstract
The purpose of this study in legal sociology is to examine what factors have been the reasons for the decreasing number of public animal welfare inspections meanwhile the number of animals taken into temporary custody in the county of Dalarna has increased between the years 2005-2011. In order to determine these factors, a quantitative approach was taken. Firstly, a document study was conducted regarding what legal duties and specific guidelines the animal welfare officers have to consider. The purpose of this study in legal sociology is to examine what factors have been the reasons for the decreasing number of public animal welfare inspections meanwhile the number of animals taken into temporary custody in the county of Dalarna has increased between the years 2005-2011. In order to determine these factors, a quantitative approach was taken. Firstly, a document study was conducted regarding what legal duties and specific guidelines the animal welfare officers have to consider. Secondly, a survey was conducted with the operative animal welfare officers to identify the factors they found to be influential on the animal welfare changes. The primary method for analysis has been legal sociological norm theory, including terms such as implementation and entitled culture. The results show that political acts, implementation, operating movement, resources, entitled culture, law adjustments and new guidelines all have affected the development of animal welfare, both negatively and positively. The conclusion of the study is that there have been a large number of factors that have affected animal welfare in the county of Dalarna. Furthermore, it was discovered that there has been a discrepancy between the way the animal welfare officers desired to conduct their work and the resources available to them in the animal welfare work. Though there has been some positive development, the question still remains; will it be possible to maintain a good animal welfare system? (Less)
