- There are about eight thousand and five hundred of level crossings in Sweden according to Swedish Transport Administration (STA). Approximately four thousand and six hundreds of railroad crossings are arranged without any type of protection. Most of the accidents occurs when there are none protection or the amount of traffic is very low. Types of protections that are usually used in most of the level crossings in Sweden are organized with full barriers, half barriers, crossed bar signs, bell or flashing light equipments. They all have different functions and constitute a good protection for pedestrians, drivers of motorized, non-motorized vehicles and all road users. - There are about eight thousand and five hundred of level crossings in Sweden according to Swedish Transport Administration (STA). Approximately four thousand and six hundreds of railroad crossings are arranged without any type of protection. Most of the accidents occurs when there are none protection or the amount of traffic is very low. Types of protections that are usually used in most of the level crossings in Sweden are organized with full barriers, half barriers, crossed bar signs, bell or flashing light equipments. They all have different functions and constitute a good protection for pedestrians, drivers of motorized, non-motorized vehicles and all road users. While building this project Trelleborg track the landscape is being affected. Swedish Transport Administration is forced to claim land/ground because some land owners are against the decision. In this case there are certain rules and laws that should be followed. In order to claim land, the landowners have right and obligations. Road- and railway laws are accessible to describe the whole process of building roads and railways. Swedish Transport Administration (STA) is responsible to have regularly contact with the concerned authorities during building process. It’s also very important to show consideration regarding nature, culture and environment. STA assume from transportation policies and its aim is that the transport system and the Swedish society should be designed and be created in a way so that the citizen’s feel secure but it should also be accessible and fulfill every citizen’s necessity. The Swedish society is improving and heading towards a society which is sustainable developed by reducing the negative side effects on environment. Efforts are also being done to reduce level crossing accidents and fatalities in general. Vellinge is a small city and West Ingelstad with the population of 800 people is a small population centre situated within municipality. One of the main reasons with this project is to introduce passenger trains. Residents then can use transports like train instead of using car. When train capacity increases on the track it usually means more waiting time. It leads and creates impatience among road users and which would result in barrier breakthroughs by motorized vehicles and pedestrians. Swedish Transport Administration has taken actions to reduce fatal accidents and fatalities. STA will do away 3 level crossings and all road users will be provided with underpasses and over-bridges to cross the tracks. Road nr 591 will get extend and road nr 581 will get re-build. Both road suggestions are considered to give positive benefits and fulfill requirement on accessibility, environment and traffic safety for all road users and population in general. Accessibility and traffic safety are high priorities in the area. According to calculations the probability for a level crossing accident is very low in the future. The standard of the level crossing in West Ingelstad aren’t good enough and doesn’t fulfill STA’s technical criterion. For example the slope of the road is very steep. Vision Zero is one of STA’s main purposes in reducing the amount of accidents and fatalities. Skåne considers being the county that is worsed affected by level crossing accidents. The Swedish Government has set a target to minimize, also effective actions has been taken to eliminate accidents compare to what it is today by putting arrangements and funding level crossing improvements, promoting campaign for public education etc. The only Scandinavian country that has more fatal accidents and fatalities is Finland when it comes to grade crossings. It’s a big challenge for the Finnish Government to improve the situation in the country. Level crossing accidents are a major problem because each year it causes deaths or serious injuries to road users. Not only that, but also causes a financial burden to railways, road services and properties etc. The expense looks different depending on various level crossing types. The expenses for Construction and maintenance services for level crossings are high throughout their lifecycle. It’s very important to take right decision whether to keep or abolish level crossings. Residents of West Ingelstad are very positive and looking forward to this project. Somehow a couple of landmarks/fields are being affected but landowners are getting compensation in order to claim their land. Other arrangements that have been taken and would take place in this village are to reduce noise and build a new surface water dam.
