Abstract
The City of Göteborg introduced the first whistleblowing action in the history of Swedish public administration. Through interviews and analysis of official documents this essay evaluates the design and implementation of that action in relation to policy theories and whistleblowing theories.
I find that despite limitations made by Swedish law the action largely avoids common mistakes associated with this type of action. Because of the design with an external office whistlers can be anonymous and follow-up investigations is guaranteed. The action lacks a clear prohibition of reprisals and active shedding of information regarding of what measures have been taken towards wrong-doings, despite the fact that both of these parts could be vital... The organizational culture within the Swedish public administration can be a problem when it does not reward openness and criticism. Policy makers in Göteborg have seen the importance of a change but further analysis is needed when investment in changing the organizational culture is completed. Furthermore, I believe that the policy makers hold a bias of professionalism within their own bureaucracy. This has caused problems regarding liability within the organization. I find it problematic that an audit function of the internal investigations office is missing. (Less)
