Abstract
The European Union is currently managing two projects heading under the names Europe for Citizens Programme and Culture Programme. The main aims of these projects interconnect in several interesting ways; they both have to do with questions of a cultural heritage of Europe related to the EU-citizenship.
Investigating the relationship between cultural patterns and the EU-citizenship is the central purpose of this thesis. The EU-citizenship is viewed as an institutional element which like any other collective identity serves as a construction of the social world. How this element functions and regulates the recognition of cultural diversity illustrates vital power structures in society.

The European Union is currently managing two projects heading under the names Europe for Citizens Programme and Culture Programme. The main aims of these projects interconnect in several interesting ways; they both have to do with questions of a cultural heritage of Europe related to the EU-citizenship.
Investigating the relationship between cultural patterns and the EU-citizenship is the central purpose of this thesis. The EU-citizenship is viewed as an institutional element which like any other collective identity serves as a construction of the social world. How this element functions and regulates the recognition of cultural diversity illustrates vital power structures in society.
The structure of the analysis is based on the main principles of the two projects. The function of the EU-citizenship is analysed as a social affinity in collective identities and as a link to participation in the construction of society.
The central role of the EU-citizenship creating social affinity and participatory rights implies strict limitations as concerns the understanding of culture and membership in a society. The views which are illustrated through the principles of the EU-programs stick closely to the norms of the nation state and its boundaries. This state formation is understood as a supreme and culturally neutral organisation of society in spite of its obvious cultural elements; it is described as a model which is universally applicable and recognizes cultural diversity although it restricts the possibilities of cultural diversity.
