- Abstract
- On the first of July, 2011, the Swedish government implemented a revised version of the ”Lex Sarah” legislation. The revision included a tougher approach to the legislated obligation to report mistreatment in for instance the elderly care. The aim of the study was to compare four municipalities in Sweden and how they related to each other in the number and type of mistreatment reports. We also looked into who took the initiative to initiate the report. The study used both quantitative and qualitative methods. The quantitative analysis was done on 84 mistreatment reports. The revision included a tougher approach to the legislated obligation to report mistreatment in for instance the elderly care. The aim of the study was to compare four municipalities in Sweden and how they related to each other in the number and type of mistreatment reports. We also looked into who took the initiative to initiate the report. The study used both quantitative and qualitative methods. The quantitative analysis was done on 84 mistreatment reports. Data was collected trough analysis of official documents provided by the municipalities. The collected data was analyzed trough basic statistics. The qualitative analysis was done on four semi-structured interviews. Officials from the municipal administration division were interviewed. Analysis resulted in comparative charts and diagrams divided into categories of interest. We found that the importance of education of the entire workforce (not just the managers) was an important factor that rendered in more reports. We also found that the reports were of a higher quality if the municipal organization choose to educate their entire workforce in the principles of mistreatment reporting. We also found that the commitment of politicians in a politically controlled organization is very important. Guidelines set by local politicians help to form the way how municipalities run the elderly care. (Less)
