Abstract
Sweden is in a period of change in its establishment of a new welfare system. One of the main reasons is the political power shift from social democratic welfare regime to liberal welfare regime. This change involves, among others, a restructuring of the relationship regarding responsibility in the social welfare, between the public, private and non-government sectors. This is due to how different these welfare regimes politics are to each other.
As a result of the changes regarding new relationship, new hybrid organisations have evolved that does not belong to either the traditional public sector, the public sector or the non-government sector. Sweden is in a period of change in its establishment of a new welfare system. One of the main reasons is the political power shift from social democratic welfare regime to liberal welfare regime. This change involves, among others, a restructuring of the relationship regarding responsibility in the social welfare, between the public, private and non-government sectors. This is due to how different these welfare regimes politics are to each other.
As a result of the changes regarding new relationship, new hybrid organisations have evolved that does not belong to either the traditional public sector, the public sector or the non-government sector. Växjö Red Cross in Växjö county council is one example of these hybrid organisations that evolved from the political power shift. Växjö county council contracts out services to the local Red Cross district. The collaboration entails a number of requirements that must be upheld by the local Red Cross district. These requirements are different from the existing organisational culture with its values within the Red Cross. This study showed that the resulting hybrid organisation affects the local Red Cross district by creating ambiguity regarding operation, responsibilities and values which more or less affect users, the employees and the voluntaries. It also shows the importance to find this new relationship regarding, among other things, responsibility.
The purpose of this paper was to examine the impact of outsourcing between Växjö County Council and the local Red Cross district from the perspective of the Red Cross organisation in Växjö. The study was based on semi-structured interviews with representatives from various stakeholder groups, written information material about the local Red Cross district in Växjö and local government legislation regulating contributions to the Red Cross.
