- Abstract
- The purpose of this thesis was to contribute to the development of an integrated Swedish national risk and ability assessment. The goal was to develop a method that uses performance indicators for evaluation of crisis management capability, and to analyze whether this is a good tool for that purpose.A method was created using a method development process, and with the aid of literature and interviews with representatives from six different county administrations. The authors conclude that there is an interest among county administrations and municipalities to develop and use the performance indicators, and that the performance indicators are likely to be a good support in the assessment of crisis management capability at local and regional... Furthermore, the performance indicators are likely to be a valuable addition to the special ability assessments that municipalities and county adminsitration annually perform, and the method developed in this thesis is likely a good tool for using the performance indicators for this purpose.
