- The welfare state is under pressure. The traditionally homogeneous and generous welfare state is currently challenged by the increasing migration across borders. The boundaries of the nation-state are being eroded as well as the distinction between citizens and non-citizens. Irregular migrants live on the border of the welfare state. They are not fully members of the community, but they live on the territory and could therefore be seen as part of the moral community. This creates tension between different approaches.

In my study I found that an underlying contrast and tension in this debate is between an individual-oriented approach and a community-oriented approach. The individual-oriented approach is inclusive. It sees healthcare service as a universal and human right that all individuals should be entitled to. The community-oriented approach is exclusive. It sees healthcare service as a citizen right for members of the community only.
My conclusion is that the debate on irregular migrant’s right to healthcare is characterized by an community-oriented approach. (Less)
