In the fall of 2012 and spring of 2013 there was a debate about a proposition made by the major of Copenhagen, Frank Jensen, about a legalization of cannabis. The debate took place both in Swedish and Danish media and the aim of this essay was to study the representations of the problem within this debate. We used Carol Lee Bacchi’s discourse analytic method; “What’s the problem represented to be?” This approach consists of six interrelated questions that may lead to an understanding of what the real “problem” seen to be in the debate. We found out that those in favor for legalization mainly thought of the “problem” as a demand ”problem” and the demand is here to stay, it’s a way of human nature. Those against legalization mainly saw the “problem” as a supply “problem” and by restricting access to the drugs the use of these would decrease. Further we found out that both those in favors for legalization and those against the same used similar arguments, but in different ways and that the real problem was the drug-using subject itself.
