Abstract
This study describes a health and safety plan which is mandatory in most building and civil engineering work. Skanska Civil, region South is implementing a new process for keeping this document living during the production work. The purpose of this paper is to describe a living health and safety plan and to examine the conditions of a successful implementation. A health and safety plan manages the risks that´s been associated with the building and civil engineering work. The health and safety plan contains preventions for these risks. This study describes a health and safety plan which is mandatory in most building and civil engineering work. Skanska Civil, region South is implementing a new process for keeping this document living during the production work. The purpose of this paper is to describe a living health and safety plan and to examine the conditions of a successful implementation. A health and safety plan manages the risks that´s been associated with the building and civil engineering work. The health and safety plan contains preventions for these risks. The purpose of a health and safety plan is to have an organized risk management and to prevent illness and accidents among workers. According to the work environment act, it´s mandatory to produce and follow a health and safety plan in building and civil engineering works. It´s the building work environment coordinator for the planning and projecting of work, that shall establish the health and safety plan before the start of construction work. Later, it´s the building work environment coordinator for the execution of work that shall follow and adjust the health and safety plan depending on the work conditions. At present, the health and safety plan is rarely updated when conditions have changed, new risks have been discovered or safety preventions been done. Skanska Civil, region South wants the document to be living, used, updated and discussed during the production. This would fulfill the requirements of a document according to systematic work environment management. The process with a living health and safety plan is called “The Wheel” and describes which tasks that can result in an adjustment of the document. The health and safety plan in the new process will take more risky tasks into account than the original health and safety plan. It will also analyze incidents and accidents according to how detailed the health and safety plan was about the risk that caused it. The method for this examination has mainly been interviews and internal education within Skanska. The interviews have been with people who have either worked or will work with the new process. There is both good and bad conditions for an implementation of a living health and safety plan. The persons working within the projects have a commitment and an understanding to why the process is important. They have motivation to work with it, since a documented prevention of risks can protect them as responsible for the work environment, at the event of an incident or accident. The implementation is weakened by the process time requirement. The projects already work with time pressure and a work environment in constant change. It´s a challenge to involve all coworkers in the work with the health and safety plan. The information must reach the people who will work according to the documents content. (Less)
