Ideas about central bank independence, expert knowledge and political representation are used to present a backdrop to the analysis.
The analysis reveals that ideas related to both ideal types are present in the material analysed. What is also shown is that the ideas are not mutually exclusive, but rather that there seems to be strong support for many of the ideals advocated by deliberative democratic theory when applied in an institutional context strongly influenced by the ideals of competitive elitist democratic theory.
