Abstract
This essay examines the occurrence of ideas related to either competitive elitist democracy or deliberative democracy in the public debate regarding the Swedish Riksbank and interest rate policy, during the time period 2008-2013. The essay applies an ideal type analysis on a broad material of opinion pieces published in major Swedish newspapers. The ideal types used in the essay are one based on competitive elitist democracy and one based on deliberative democracy. The aim of the essay is to examine the occurrence of ideas closely related to either one of the two ideal types. Ideas about central bank independence, expert knowledge and political representation are used to present a backdrop to the analysis.

This essay examines the occurrence of ideas related to either competitive elitist democracy or deliberative democracy in the public debate regarding the Swedish Riksbank and interest rate policy, during the time period 2008-2013. The essay applies an ideal type analysis on a broad material of opinion pieces published in major Swedish newspapers. The ideal types used in the essay are one based on competitive elitist democracy and one based on deliberative democracy. The aim of the essay is to examine the occurrence of ideas closely related to either one of the two ideal types. The analysis reveals that ideas related to both ideal types are present in the material analysed. What is also shown is that the ideas are not mutually exclusive, but rather that there seems to be strong support for many of the ideals advocated by deliberative democratic theory when applied in an institutional context strongly influenced by the ideals of competitive elitist democratic theory.
