I use theories of New Public Management and accountability to analyze the current state of accountability in the region. To analyze accountability it has been linked with a number of indicators that qualifies a functioning accountability relation. My results indicate that the reforms have improved the possibilities for accountability. Furthermore all the institutional prerequisites for a functional accountability seem to be fulfilled, whereas a few shortfalls in its practical implementations can be observed. (Less)
