- Sweden's public sector is drastically changing through reforms of privatization and increased market influences. The aim of this thesis is to examine these reforms' effects on political accountability. The object of study is the regional municipality of Scania, Region Skåne, and its elected officials' possibilities for accountability from the privatized primary care section of the regions' health care. Thus a case study of Region Skåne has been conducted where both politicians and operations managers from private primary care actors have been interviewed. To analyze accountability it has been linked with a number of indicators that qualifies a functioning accountability relation. My results indicate that the reforms have improved the possibilities for accountability. Furthermore all the institutional prerequisites for a functional accountability seem to be fulfilled, whereas a few shortfalls in its practical implementations can be observed. (Less)
