- Abstract
- Corruption is often seen as a phenomenon resistant to change. The aim of this thesis is to explain the puzzle regarding why corruption sometimes diminishes in a state’s public administration. In order to answer the research question, how can decreasing corruption in a countries public sector be explained, a comparative case study of Estonia and Georgia is conducted according to Mills method of agreement. New institutionalism is applied as a theoretical framework since the study focuses on institutional change and since the aim is to contribute to the development of theories regarding institutional change of corruption.

Romania is therefore included in the study but in a separate analysis. The conclusion is that the break with the previous regime has to be clear, that overall change of the main part of public institutions is important and that external actors can exercise pressure in the form of ideas through formal institutions. Moreover the situation of the civil servants must be improved, as well as reduced bureaucratic red tape. (Less)
