This thesis looks into how politics have been carried out in the Swedish unemployment insur-ance since late 70´s. With help from theories is the ambition then to try to explain way this changes have not received more attention. According to existing theory is their a interdepend-ence between politicians and their voters, but in times of changing economics has it become harder for politicians to satisfy all of their voters interests. Austerity and cutbacks has become more frequently common in modern welfare states, which forces the politicians to priorities between voters interest or try to hide cutbacks (f.ex. Pierson 1994, Korpi 1989).

This thesis looks into how politics have been carried out in the Swedish unemployment insur-ance since late 70´s. With help from theories is the ambition then to try to explain way this changes have not received more attention. According to existing theory is their a interdepend-ence between politicians and their voters, but in times of changing economics has it become harder for politicians to satisfy all of their voters interests. Austerity and cutbacks has become more frequently common in modern welfare states, which forces the politicians to priorities between voters interest or try to hide cutbacks (f.ex. Pierson 1994, Korpi 1989).
The question is therefore, if the way policy changes has been conducted can explain way changes in the lowest level of reimbursement and the conditions for being qualified for reimbursements have not received more attention. The study shows evidence for non-decision, successive austerity and division of groups since the 90´s and from both leading par-ties. The results are fitting with the characteristics for blame-avoidance politics and that the scant attention seems to be a result of insider –outsider related problems. The overall conclu-sion is that the scant attention very well could be explained by political parties general desires to win elections. (Less)
