The Policy Formation Process in Sweden: The Case of Granting Individuals from Syria Permanent Residence

- Sweden has a history of being seen as a tolerant and generous country when it comes to receiving refugees from countries suffering from war. In times of increased influence of radical right-wing parties across Europe, Sweden as the first country decided to grant permanent residence permits to refugees escaping the Syrian war. By applying the Multiple Streams Framework and treating Sweden as a deviant case, this thesis investigates the circumstances behind the policy through a multi-method case study. The MS framework uses three streams to systematically explore the conditions: problem, politics and policies.
The results indicate that several interrelated factors influenced the policy. In international surveys Sweden stood out as... The political parties were showed to have significant influence on the political development as parties from the political right and the political left largely shared perceptions of immigration. This consensus was showed to work against the establishment of anti- immigrant parties. Through comparisons with previous experiences it was showed that several similarities existed and that lessons had been drawn from these experiences. Thus, Sweden had a high capacity for processing applications. (Less)
