- Denna studie ämnar öka förståelsen om hur lobbyarbete bedrivs i Sverige, hur det förstås och porträtteras av lobbyister själva samt vad det får för konsekvenser för demokratiska värderingar. Studien utgår från lobbyistens perspektiv och kompletteras med den allmänna bilden av lobbyism från media och riksdag. Analysmetoden för studien är hermeneutisk där kvalitativa intervjuer samt innehållsanalys av medie- och riksdagstexter utförts. Empirin har sedan kontextualiserats utifrån relevanta teorier och begrepp som återfinns inom forskningsfältet för strategisk kommunikation som lobbyism, makt, kommunikativt handlande, olika kommunikationsperspektiv, samtalsdemokrati och professionalisering. Analys och resultat visar hur djup sakkunskap och engagemang tillsammans retoriska förmågor ligger till grund för framgångsrikt lobbyarbete. I resultatet har vidare tre olika typer av lobbyister definierats. Det framgick även att lobbyisters handlande kan tolkas som både framgångs- och förståelseorienterat och att det ena handlandet nödvändigtvis inte utesluter det andra. Studien har visat att lobbyism är mer komplext än vad debatten gör gällande. Resultatet visar också på en centralisering av kunskap inom lobbykretsar. Detta kan antas leda till en ökad distans mellan politiker och allmänheten där den senare exkluderas från en avgörande del av den demokratiska viljebildningen. (Less)

The analysis indicates great relevance to knowledge of factual matters and how rhetorical abilities pave the way in placing an advocacy group in the context of public opinion. As a result of this study three different types of Swedish lobbyists have been defined. It was also concluded that a legislative regulation of lobbying in Sweden is not likely to be implemented. Furthermore, it was also established that lobbyists’ incentives could be contextualized by the theory of communicative action and various definitions of power. The study shows that lobbyism is understood to be more complex than previous research and media reports. The results also show a concentration of knowledge within lobby circuits, presumably resulting in an increased distance between politicians and the general public where the latter is excluded from one of the major policy making arenas.
