Increasing organic food consumption in Spain : an analysis of policy obstacles in national and European policy

Abstract
Consumption of organic food products in Spain has not kept pace with the expansion of production. Supporting the consumption of locally-produced organic food would increase the sustainability of food consumption in Spain. The objective of this study is to analyse the policy obstacles to an increase in organic food consumption. Data collection is based on a document analysis of governmental measures affecting organic food consumption and relies on both qualitative and quantitative data. The four major issues to consider in regards to organic food consumption in Spain are exports, food prices, consumer knowledge, and availability. El bajo consumo de alimentos ecológicos en España contrasta con el auge de la producción ecológica. Apoyar el consumo de alimentos ecológicos producidos en España significaría hacer el consumo alimentario más sostenible en España. El objetivo de este estudio es analizar los obstáculos en las políticas públicas que impiden incrementar el consumo de alimentos ecológicos. Apoyar el consumo de alimentos ecológicos producidos en España significaría hacer el consumo alimentario más sostenible en España. El objetivo de este estudio es analizar los obstáculos en las políticas públicas que impiden incrementar el consumo de alimentos ecológicos. La recogida de datos se basa en un análisis documental de medidas gubernamentales que afectan el consumo de alimentos ecológicos, incluyendo tanto datos cualitativos como cuantitativos. Las cuatro cuestiones clave a considerar en el análisis del consumo de alimentos ecológicos en España son: las exportaciones, los precios de los alimentos, el conocimiento del consumidor y la disponibilidad de alimentos ecológicos. Los planes de acción para el fomento de la agricultura ecológica muestran una laguna en relación a la brecha existente entre los precios de los alimentos convencionales y los ecológicos, así como a la escasa disponibilidad en los canales de distribución clave. Además, las políticas de apoyo al consumo doméstico de alimentos ecológicos producidos en España está enormemente restringida por las políticas de comercio internacional. En el futuro, se deberán combinar las políticas basadas en la información con otros instrumentos de la política pública. Asimismo, será clave apoyar estructuras de distribución alternativas. (Less)
