The analysis was made with help of Lipsky's theory about ”Street-level bureaucracy”, using terms of discrection and resources to describe the complexity of using a child perspective in the social work with homeless families. The results showed that the lack of resources diminished... (More)

The results showed that the lack of resources diminished the social workers' discretion to fully consider the child perspective. The responsibility to do this was laid on homeless parents. (Less)
