The essay approaches the question of the Prodi commission’s view on legitimacy through an idea analysis focusing on the dimensions of input- and institional legitimacy. Comparing the commission’s views on legitimacy as with Eriksen & Fossums' strategies of legitimation is done by an ideal type analysis.
The Essay concludes that the Prodi commissions views on legitimacy weren’t fully developed, yet seemed to favour more of a stakeholder perspective on input legitimacy and that the commission held that the EU’s institutional legitimacy was broad In the question regarding legitimation strategies I conclude that the commissions view is most closely aligned with the post-national federation strategy.
