Riskkommunikation mellan brandexpert och beslutsfattare i en landstingsorganisation - grundläggande utformning av verktyget ”brandskyddsnivåer på sjukhus”

- To operate effectively in large organizations such as the county council it is required to distribute responsibilities throughout the organization. This distribution is made through a hierarchic system where staff in the lower levels are providing material for the higher levels to make decisions upon.
Risk experts, working in the lower levels of the hierarchic system often have more technical knowledge within their area of expertise whilst the higher level, decision makers, have to take several different areas into account. To optimize the organization it is of importance to in a good way communicate the expertise held by experts towards the material on which the decision makers make their decisions upon. In this thesis the risk communication between fire experts and decision makers within the county council is studied where ways to improve the communication is searched for. This is done with a focus on fire safety in hospitals and ended with setting up the framework for a risk communication tool titled “fire protection levels in hospitals”. Trots att det finns många olika individer med olika åsikter måste dock organisationen arbeta tillsammans och sikta mot samma mål. Det är ur detta perspektiv viktigt att kommunikationen mellan olika delar i organisationen görs på ett bra sätt för att åstadkomma gemensamma målbilder och effektivisera arbetsprocesser.
Sjukvård är en av landstingens största arbetsuppgifter. En verksamhet som är mycket komplex ur många perspektiv, inte minst ur brandsäkerhetssynpunkt. Många sjukhus bedriver idag sin verksamhet i äldre lokaler där dagens byggregler inte alltid uppnås, vilket är något som uppmärksammats av personer med hög brandteknisk kompetens inom landstingen. Dessa personer sitter dock ofta i en expertroll och har inte beslutsmakten att fatta några större beslut om investeringar själva. De arbetar i själva verket fram beslutsunderlag för beslutsfattare som sitter högre upp i beslutshierarkin inom landstinget. Beslutsfattarna arbetar dock efter en begränsad budget och ansvarar ofta över många olika områden utan att inneha den spetskompetens som experterna besitter. Detta leder till att det ibland kan vara svårt att kommunicera den befintliga riskbilden mellan dessa två parter.
Denna studie har utifrån ovanstående problematik undersökt riskkommunikationen mellan brandexpert och beslutsfattare och sökt lösningar på hur riskkommunikationen ska kunna effektiviseras. Detta har gjorts genom litteraturstudier och intervjuer med personer väl insatta i problematiken. Arbetet landade i utformandet av grundstrukturen för ett verktyg kallat "brandskyddsnivåer på sjukhus". Ett verktyg som på ett enkelt sätt ämnar att samla organisationens perception av brandrisk på sjukhus och föranleda effektivare arbetsrutiner. Verktyget kan användas som en del av brandexpertens riskidentifiering men är främst tänkt som en brobyggare mellan brandexpertens djupa tekniska kunnande och beslutsfattarens behov av snabbtillgängligt bra beslutsunderlag.
Verktygets utformning består av tre steg: Bedömning av uppställda indikatorer, sammanvägning av bedömda indikatorer till ett slutbetyg och slutligen en presentation av betyg mot beslutsfattare. Verktyget som föreslås i examensarbetet är inte färdigutvecklat utan behöver ytterligare arbete för att kunna användas praktiskt. (Less)
