Abstract
The United Nations Security Council is the only body that can make a decision to conduct a humanitarian intervention, still we have witnessed genocide in both Rwanda and recently Syria. These two cases highlight a fundamental problem as regards the structure of the Security Council. The five veto countries, have the power to prevent a humanitarian intervention. Because of this inefficiency, the international community calls for new actors who are willing and able to conduct humanitarian interventions. These two cases highlight a fundamental problem as regards the structure of the Security Council. The five veto countries, have the power to prevent a humanitarian intervention. Because of this inefficiency, the international community calls for new actors who are willing and able to conduct humanitarian interventions. The purpose of this paper is to critically examine the possibilities and limitations of the Security Council to delegate a mission to regional organizations. Concepts such as legitimacy, efficiency and regionalism has characterized the essay and by comparing the AU´s operation in Sudan and ECOWAS´ operation in Sierra Leone I have been able to answer my question. One of the possibilities is that regional organizations are faster at mobilizing their troops than the UN is. Another is that they are more familiar with the conflict dynamics of a country within their region. The Security Council´s limitation to delegate is that the regional organizations do not have the capacity to carry out an operation on their own, mainly due to the lack of resources. (Less)
