Abstract
This paper was carried out to find out if using existing risk and vulnerability-analysis can find centers of gravity (COG) and what consequences this could contribute with. Existing risk and vulnerability-analysis from Lund, Stockholm and Gotland was studied. By applying a COG-model, inspired by Eikmeiers theories, on these riskanalysis the result was that it is possible to find COG. Depending on the degree of detail, the analysis revealed more or less vulnerable information. By applying the proposed model, suggested in the paper, on risk and vulnerability-analysis you could not only find the COG, but also the critical vulnerabilities, resources and actions. The conclusion of the paper is that if municipalities and county administrative... (More)

The conclusion of the paper is that if municipalities and county administrative boards continuously applies a COG-analysis on their existing risk and vulnerability-analysis, it can be an effective tool for finding the vulnerabilities and centers of gravity that might not be found in the regular risk and vulnerability-analysis.
