- This thesis analyzes how extended producer responsibility for textiles became prominent on the Swedish national political agenda in the 2010th decennium. In January 2014 the Swedish Environmental Protection Agency was asked by the government to investigate how an extended producer responsibility for textile could be designed. This thesis aims to understand the processes which lead to this outcome.
John Kingdon´s theoretical framework Multiple Streams is used to structure the analysis. The elements from the three streams – problem stream, policy stream and political stream – were used as analyzing categories and the theory proved to be useful in enhancing the understanding of the process as well as the question why it took such a long... John Kingdon´s theoretical framework Multiple Streams is used to structure the analysis. The elements from the three streams – problem stream, policy stream and political stream – were used as analyzing categories and the theory proved to be useful in enhancing the understanding of the process as well as the question why it took such a long time before the subject came to be attached to the agenda.
The main findings are that the process was delayed mainly because of technical disputes about how the extended producer responsibility is to be organized in the implementation phase but also by the position hold by textile interest organization. The issue was discussed in the 1990s without progress but advances in 2008 due to a Directive from the European Union. By the directive all member states were obligated to establish a National Waste Preventive Programme. Sweden decided to include textile waste as a major area of concern. (Less)
