Abstract
The aim of this dissertation was to study those directly affected by the 2010 law on Coordinated Individual Plan (Samordnad Individuell Plan, SIP). How the service users experienced the implementation of SIP and how the plan came to affect them in their day-to-day work. The dissertation takes its point of departure in a discussion concerning the critique of psychiatric care, the well being of service users and implementation problems with the SIP. Abstract
The aim of this dissertation was to study those directly affected by the 2010 law on Coordinated Individual Plan (Samordnad Individuell Plan, SIP). How the service users experienced the implementation of SIP and how the plan came to affect them in their day-to-day work. The dissertation takes its point of departure in a discussion concerning the critique of psychiatric care, the well being of service users and implementation problems with the SIP. The empirical study comprises of qualitative semi-structured interviews with three representatives for service users and two professional social workers. The interviews were analysed through an integrated framework of New Institutionalism and Implementations Theory with a conceptual focus on how implementation occur top-down.
The conclusion of the dissertation suggests that the law on Coordinated Individual Plan was implemented from the top policy level without having sufficient support in the organizations that was to put it into practice. The result being that the social services, the psychiatric healthcare and organizations for service users still experienced problems with cooperation and used strategies to stall or prevent the implementation. To speed up the implementation process extra funding was made available by the state in 2012 but this mostly led to more SIP documentation and more funding for respective organization without much practical consequences. The conclusion of the dissertation further suggest that on an individual level does not the SIP suit all types of service users and it had to be complemented with a responsibility group and coordinators. Without these functions some service users were excluded from the benefits of the SIP. (Less)
