- Abstract
- After the ratification of the UN Convention, Sweden has undertaken to adapt national laws so that they conform to the Convention of the Rights of the Child, CRC. Despite the ratification, the Care of Young Persons Act (LVU) allows young persons to be separated up to 24 hours by the staff at state institutions, even though it is contrary to the CRS’s 37th article. The ombudsman for children has reported that an amendment should be made, while the UN has criticized Sweden for the use of isolation of children.
A Critical Discourse Analysis of material collected from both the Ombudsman for Children as the state youth care was made to explain how the Swedish government justifies separations of children and young people in special youth care,... A Critical Discourse Analysis of material collected from both the Ombudsman for Children as the state youth care was made to explain how the Swedish government justifies separations of children and young people in special youth care, with help from the neutralization theory, and also to understand what explains the fact that the Swedish government uses isolations of children when it does not conform to the CRC. The analyse of the composition shows that the state diminish the problem with isolation of children and young persons by neutralizing the use of it, by not even mention isolation when they are working towards a better life for children in Sweden based on the CRC.
