Abstract
The Swedish transport administration (Trafikverket) uses turnkey contracts as a tool in their work with the assignment from the Swedish government to increase innovation and productivity in the construction sector which railway is included in. Qualitative interviews of the three different actors: clients (Trafikverket), constructors and consults have been made for the study. This is to get a picture of the current situation in the railway industry. In total was three from the Swedish Transport Administration, five contractors and eleven consultants interviewed . The Swedish transport administration (Trafikverket) uses turnkey contracts as a tool in their work with the assignment from the Swedish government to increase innovation and productivity in the construction sector which railway is included in. Qualitative interviews of the three different actors: clients (Trafikverket), constructors and consults have been made for the study. This is to get a picture of the current situation in the railway industry. In total was three from the Swedish Transport Administration, five contractors and eleven consultants interviewed . The material collated from the various interviews are presented coded in the report. For turnkey projects to work in real life, they must be used on the correct project. However this is not the impression the interviewed people in the railway industry have of the situation. The beliefs is mote to the impression that the Swedish Transport Administration is more interested in achieving their goals. There must also be a freer activities to make room for innovation. It is expressed, that time is money. However the consultants think that it is better to deliver a good quality a little too late than poor quality in time. The entrepreneurs say that overtime becomes more expensive and there are those who bear the cost. The actors have not settled on what point in the timeline of the project contact between the contractor and consultant should be done. The consultants want a chance to influence and would therefore into projects earlier than entrepreneurs think they are needed. The interviewers think communication is the key to good cooperation in the project. There is much work to be done when a lot of people feel that there is much misunderstanding caused by poor communication. Trust is important and one way to achieve this is exclusivity. The majority are more willing to share their knowledge, tips and tricks. There is much to learn and many problems to avoid if there is a good experience feedback. Today, this isn´t always done that good and you need the negative comments from a project to learn of for the once who will come. In the process of introducing turnkey contracts in the Swedish railway sector everyone needs to understand the new roles of the different actors taking on within turnkey projects. In the new roles following new or changing tasks, a different approach and new and varied contacts with everyone in the industry. It is not turnkey itself that causes a better or worse railway projects but it is mainly today's unclear game rules in the turnkey contract that is the problem and that we are still in a situation where the concept is still being introduced. There is considerable room for improvement all parts in the railway industry. There is a need to create a "standardized" template of what will be expected of their own performance and others. (Less)
