Abstract
As one of the world’s largest donors, Sweden’s development cooperation has a vision to make a change that will lead to a better world. But how do we know that our aid assistance affects the world for the better? Measuring aid is a very well discussed subject and this paper aims to examine how much the Swedish aid politics focuses on measuring results, and if there are any positive or negative aspects of measuring aid results. As one of the world’s largest donors, Sweden’s development cooperation has a vision to make a change that will lead to a better world. But how do we know that our aid assistance affects the world for the better? Measuring aid is a very well discussed subject and this paper aims to examine how much the Swedish aid politics focuses on measuring results, and if there are any positive or negative aspects of measuring aid results. The problems within this question is very complex and the criticism is based on how to calculate all the factors that are unmeasurable. The primary material of this paper consists of three interviews with employees at the Swedish International Development Agency (Sida). Secondary material consists of several policy documents that are central for the Swedish aid agency. This is the aid policy plattform (2013), the government’s guidelines for result strategies, the budget for international aid and the appropriation letter for Swedish international development assistance. The theoretical framework consists of perspectives from Martha. C. Nussbaums book ”Creating Capabilities” which describes the risks of measuring factors that is not quantitative, and from Evert Vedungs book ”Evaluation in politics and public management" which describes the different purposes of evaluation in the public sector. This paper reveal that there are different opinions about how the focus on results expresses in the Swedish aid politics, and that there is both negative and positive factors within the phenomena. The importance is that the aid politics does not only relay on the quantitative statistics when measuring aid results, but also shows respect for all the results that may be qualitative factors that is harder to measure.
