Abstract
This thesis aims to highlight one important issue of our everyday politics, that is problem definition or agenda setting. When a political problem is formulated, many other views of the problem are neglected. This has a major impact on every citizen because the problem definition for example can affect which solutions of the problem we find thinkable.

In this essay I examine one specific case: the lack of equity in the Swedish school. In this essay I examine one specific case: the lack of equity in the Swedish school. In this problem definition one assume that the grades can be measured in a fair way and that the definition of the word equity can easily be done. This essay states, however, that we can understand the lack of equity in the Swedish school differently. If equity is defined in terms of equality, the problem can for example be understood as though the content of the education differ far too much. If we propose this definition the freedom of choice and the decentralization of the school are problematic. The conclusions are that the problem definition cannot be taken for granted and that the way to formulate a problem is an expression of power. (Less)
