- Abstract
- The aim for the thesis is to analyze the policy processes for the kilometre-based taxation aimed to regulate trucks heavier than 3,5 tons. The theoretical framework that constitutes this study is Kingdon´s three streams which include problem, policy and politics, and an aspect that describes institutionalized governance. Climate change has been the foremost problem definition for the coupling to the instrument by a policy entrepreneur. Opposition has argued that the effects would be too severe for the Swedish industries. Throughout the soon 20 year old long process, have there been two windows of opportunity.
