Abstract
How do decision makers problematize unestablished EU citizens in terms of the Swedish welfare model? By utilizing Carol Bacchi’s critical policy analysis de-scribed as ‘What’s the problem represented to be?’, the aim of this study is partly to identify and map out what problem representations are made by Swedish deci-sion makers, and partly to illustrate how to understand these by means of the welfare state as a theoretical framework.

How do decision makers problematize unestablished EU citizens in terms of the Swedish welfare model? By utilizing Carol Bacchi’s critical policy analysis de-scribed as ‘What’s the problem represented to be?’, the aim of this study is partly to identify and map out what problem representations are made by Swedish deci-sion makers, and partly to illustrate how to understand these by means of the welfare state as a theoretical framework.
To examine the ways in which decision makers problematize unestablished EU citizens I use the national course of action regarding unestablished EU citizens in Sweden, which was presented in February 2016 by co-ordinator Martin Valfridsson. The study finds several interesting problematizations where the co-ordinator primarily highlights the unwished migration of unestablished EU citi-zens that has increased the last four years. The problematizations is further being analysed by means of norms of reciprocity and employment that follow the welfare system. According to the result of this study, people are guided by problematizations that policy makers phrase. The problematizations that the co-ordinator makes are the result of the limitation of the welfare state as a system that has constructed neither a physical nor an intellectual location for unestablished EU citizens.
