Abstract
About 20 percent of Sweden's municipal street network is now in urgent need of maintenance. This is assumed to correspond to a cost of about 12 billion Swedish crowns. That the streets are maintained in an effective manner is of great importance both for the users' safety and accessibility. Today, however, numerous municipalities suffer from a maintenance debt incurred because of the lack of investment in the existing network.

About 20 percent of Sweden's municipal street network is now in urgent need of maintenance. This is assumed to correspond to a cost of about 12 billion Swedish crowns. That the streets are maintained in an effective manner is of great importance both for the users' safety and accessibility. Today, however, numerous municipalities suffer from a maintenance debt incurred because of the lack of investment in the existing network.

The purpose of this report is to compile information on the methods used in inventory and condition assessment in the industry today. In addition, the methods used in inventories in other countries are examined along with the factors that clients consider could facilitate their work. Based on an analysis of the responses a standardization for the compilation of road general condition started.

It became clear during the work that some kind of common approach would help many in the industry, especially the maintenance engineers in municipalities. They testified that there often occurred problems when replacing a consultant with another consultant because they use different processes and thus present the results in different ways. For example, all the consultants are using residual service life at the presentation of their results, but they are based on different data and do not have the same meaning. A general index would be a good first step towards a more common approach. It is essential to be able to compare the maintenance requirements over time and between different areas. Being able to concretize the need for maintenance is essential to come to terms with the big maintenance debt in Sweden. (Less)
