Abstract
This study aims to highlight and evaluate current energy policy instruments for supervising the work on energy verification of buildings. The verification is directed to be performed by each municipality. Energy verification is aimed to present a buildings real energy use. It will also confirm or deny that the building meets the requirements in the National Board of Housing’s building regulations (BBR). Verification is the second of two steps in ensuring that the claims are fully tracked. The work regarding reduction of greenhouse gas emissions is a political topic of high significance. This study aims to highlight and evaluate current energy policy instruments for supervising the work on energy verification of buildings. The verification is directed to be performed by each municipality. Energy verification is aimed to present a buildings real energy use. It will also confirm or deny that the building meets the requirements in the National Board of Housing’s building regulations (BBR). Verification is the second of two steps in ensuring that the claims are fully tracked. The work regarding reduction of greenhouse gas emissions is a political topic of high significance. As a result, the work of the European Parliament and of the Council led to a series of measures on energy verification of buildings. The Act (2006: 985) energy certification of buildings is one of these and is meant to serve as verification of energy performance of buildings. Among the few studies published on the municipalities' work regarding energy verification, show deficient work practices and low verification frequencies.
The study begins with a description of the background that highlights changes in BBR completed in 2006, when energy verification was introduced. Additionally, the study presents the results of the county administrative board's investigation (2009) concerning the deficient work on energy verification. The study is based on the results of a survey sent to all of the Swedish municipalities. The results of the survey show strong indications that most of the municipalities are lacking routines for energy verification, a parallel interview confirms these indications. During the study, confirmatory research from Sweden's county administrative boards was published, further confirming the results of the survey. The report presents an overview of the municipalities work regarding energy conservation. From the analysis and discussion, action proposals are elaborated and conclusions concerning the problems with regard to energy verification are presented. The conclusions includes the national board of housing's work regarding the database (Gripen) and overall proposals for changes in the energy audit process. The lack of knowledge among the public and government are considered to be main reason for the problem. (Less)
