- Filmpolitiken står inför sin största förändring på över femtio år: filmavtalet som präglat filmens stödsystem sedan 1963 ska från den 1 januari 2017 ersättas med en ny helstatlig filmpolitik. Beslutet grundar sig på att filmbranschen har uttryckt missnöje med hur avtalet fungerar i ett filmlandskap och samhälle, som ser så annorlunda ut mot när avtalet infördes. Uppsägandet innebär en stor omstrukturering av branschens aktörer, och ovissheten om vilka roller de kommer ha i relation till varandra märks i samtal och uttalanden om den kommande framtiden. - Filmpolitiken står inför sin största förändring på över femtio år: filmavtalet som präglat filmens stödsystem sedan 1963 ska från den 1 januari 2017 ersättas med en ny helstatlig filmpolitik. Beslutet grundar sig på att filmbranschen har uttryckt missnöje med hur avtalet fungerar i ett filmlandskap och samhälle, som ser så annorlunda ut mot när avtalet infördes. Uppsägandet innebär en stor omstrukturering av branschens aktörer, och ovissheten om vilka roller de kommer ha i relation till varandra märks i samtal och uttalanden om den kommande framtiden. Denna uppsats är en studie i tillämpad kulturanalys med syfte att undersöka politiska processer i samband med filmavtalets upphörande och vilka så kallade maktkamper som har drivit diskussionerna i olika riktningar. Materialet består främst av publicerade debattinlägg, nyhetsartiklar och uttalanden i anordnade paneldiskussioner. Materialet har samlats in och analyserats utifrån Ernesto Laclau och Chantal Mouffes diskursteori kombinerat med Pierre Bourdieus teori om fält och maktrelationer. I min analys visar jag hur aktörer inom fältet positionerar sig i förhållande till varandra och till de nya förutsättningarna som framtiden bär med sig i förhållande till tre teman: budget och filmbranschens värde, kvalitet och vem som har rätt att värdera filmen, samt nya medier och hur de ska hanteras. Analysen följs av en diskussion där filmavtalet liknas vid en hegemonisk sammanslutning som nu befinner sig i upplösning. Detta skapar ett fält där aktörer tvingas omstrukturera sig och en kamp om bevarande eller förändring tar vid för att säkra sin maktposition i branschen. (Less)

This study is made from a cultural analytic perspective with the aim to explore the political forces and power relations that contributed to a structural rearrangement of the industry’s involved. For this I have primary used published debates, news articles and arranged panel discussions. My empirical material have been analysed through a method of discourse analysis in combination with the Bourdieus theory of the field in relation to the three sections of budget, quality and new media. In the analysis I found that the Agreements that now will abolish have had a predominant influence of field, which forces the field’s structure to rearrange and creates opportunities for changes in power and new allies within the branch of industry.
