Abstract
Lean is a concept and methodology created and developed in the automobile industry. Today it has become widely used in public service organizations in Sweden. The aim of this study was to examine how the Swedish Migration Agency communicates about why and how they have adapted Lean. Furthermore, it investigates how the Swedish Migration Agency in this process try to make their organization legitimate in relation to shifting and diverse institutional, social and cultural demands and expectations that is surrounding human service organizations as such. Lean is a concept and methodology created and developed in the automobile industry. Today it has become widely used in public service organizations in Sweden. The aim of this study was to examine how the Swedish Migration Agency communicates about why and how they have adapted Lean. Furthermore, it investigates how the Swedish Migration Agency in this process try to make their organization legitimate in relation to shifting and diverse institutional, social and cultural demands and expectations that is surrounding human service organizations as such. The issue is examined through both textual analyses of documents concerning the implementation of Lean, written by staff in the Swedish Migrations Agency, as well as through interviews with decision makers and staff that have been working with implementing Lean in the organization. The findings suggest that the Swedish Migration Agency implemented Lean to reduce the processing time for asylum cases, in order to be more cost effective and humane towards refugees so that they can get decisions faster and get along with their lives. The study also suggests that the Swedish Migration Agency understands and uses Lean in conceptual terms, rather than in operational terms, emphasizing the Lean-concepts of customer value and cost effectiveness as a foundation for the governing of the organization. Finally, the analysis conclude that the Swedish Migrations Agency, through this conceptual use of Lean, navigates and positions itself as a legitimate organization in relation to contextual factors such as the polarized public perceptions concerning immigration in Sweden, institutional pressures from management consulting firms as well as auditing authorities and the prevailing paradigm of New Public Management.
