Abstract
The aim of the study was to investigate how actors from the Swedish Migration Board, the municipality of Malmö and non-governmental organization experienced the arrival of refugees in Malmö in the autumn of 2015. We collected our materials with a qualitative approach and through semi-structured interviews. Our questions will help us to investigate how the actors felt that the refugee crisis affected their freedom of action and commitment and if they experienced each other's commitment to be constructive or counterproductive. We examine how the social and legal space of action helped to shape their experiences of the crisis.
