- Abstract
- This thesis explains why Swedish single women in 2016 got the right to assisted impregnation. By adopting a social constructivist perspective on social problems, the answer is found in the construction of problems and causes of problems in the policy process. Through a qualitative content analysis the result shows that the most significant social problem was that single women were discriminated, and that this led them to seek treatment abroad. This caused the other significant problem, which was that children conceived this way abroad didn’t have the ability to seek their biological origins due to anonymous sperm donors. The second aim of the study was to examine the construction of group identity in the policy process. The result shows that the single women were positively constructed as target population and were perceived politically powerful. The construction is therefore considered to be the second explanation for the enactment, since the positive construction explains why the enactment went through. (Less)
