This essays is based on that theory and examines if the transparence differs from the municipality to municipal companies in Gothenburg and how well the policies of the city are followed. The method used is “method of difference” and the selected municipality and municipal companies are asked questions about their organization and to hand over official documents to see if and how they differ. The study is quite small but the result is still interesting. The conclusion shows that the companies were worse when it came to answer but did follow the rules of documentation better and it is room for improvement regarding the information policy. (Less)
