Abstract
In 2010 one of the biggest corruption scandals in Sweden was revealed in Gothenburg. The reasons held accountable was a decentralized organization and a culture of non-bureaucracy. Corruption is a serious problem even in a relatively corruption-free state as Sweden. There is research saying municipal companies increase the risks for corruption since the transparence is bad which makes it easier for employees to act corrupt. Corruption is a serious problem even in a relatively corruption-free state as Sweden. There is research saying municipal companies increase the risks for corruption since the transparence is bad which makes it easier for employees to act corrupt. This essays is based on that theory and examines if the transparence differs from the municipality to municipal companies in Gothenburg and how well the policies of the city are followed. The study is quite small but the result is still interesting. The conclusion shows that the companies were worse when it came to answer but did follow the rules of documentation better and it is room for improvement regarding the information policy. (Less)
