European Union´s Standardisation of Legislation Regarding Animal Welfare

Abstract
The European Unions (EU) policies’ regarding animal welfare is a complex topic to analyze in its influence on the EU Member States. There are countless studies on its implementation and influence on the countries within the EU. These studies highlight the complexity in adopting joint animal welfare legislation in countries that has different economic, political and cultural incentives. The European Unions (EU) policies’ regarding animal welfare is a complex topic to analyze in its influence on the EU Member States. There are countless studies on its implementation and influence on the countries within the EU. These studies highlight the complexity in adopting joint animal welfare legislation in countries that has different economic, political and cultural incentives. This research explores one example of the animal welfare strategies implemented by the EU, which is the EU-wide system of mandatory animal welfare labeling on all table eggs produced and sold in the EU (Commission of the European Communities, 2009). The European Commission (2009) states that it is the demand and willingness of consumers to buy products that meet higher animal welfare standards that help bring about positive change for the increased standards in livestock production facilities, but is there yet an agreement within the EU on what rightly constitutes legal action regarding animal welfare? What happens when the EU standardizes legislation on animal welfare to fit an EU-wide scale? This study looks back at the development of EU directives and regulations on welfare standards of laying hens in order to evaluate how these conditions for laying hens by the EU have been implemented and compare to the policy framework in two EU Member States, Sweden, and the UK.
