The European Commission (2009) states that it is the demand and willingness of consumers to buy products that meet higher animal welfare standards that help bring about positive change for the increased standards in livestock production facilities, but is there yet an agreement within the EU on what rightly constitutes legal action regarding animal welfare? What happens when the EU standardizes legislation on animal welfare to fit an EU-wide scale? This study looks back at the development of EU directives and regulations on welfare standards of laying hens in order to evaluate how these conditions for laying hens by the EU have been implemented and compare to the policy framework in two EU Member States, Sweden, and the UK.
