Mitigering i översiktsplanering - En studie av hur översiktsplaner från 21 av Skånes kommuner behandlar minskning av klimatutsläpp

Abstract
Swedish municipalities have the responsibility for spatial planning in Sweden and therefore also play an important part in the climate change efforts at the local level. Municipalities can, through strategic planning of areas such as housing, traffic infrastructure and energy supply, contribute to reduction of greenhouse gas emissions. Municipality's comprehensive plans are meant to set the direction for the long-term development of the physical environment and guide decisions concerning building, land and water use.

Swedish municipalities have the responsibility for spatial planning in Sweden and therefore also play an important part in the climate change efforts at the local level. Municipalities can, through strategic planning of areas such as housing, traffic infrastructure and energy supply, contribute to reduction of greenhouse gas emissions. Municipality's comprehensive plans are meant to set the direction for the long-term development of the physical environment and guide decisions concerning building, land and water use.
This study examine how often and in what manner the mitigation perspective is reproduced in comprehensive plans from 21 municipalities in Skåne. The aim is to compile a picture of how municipalities relate to mitigation in their overall spatial planning and how the climate issue has been integrated. The analysis is of a quantitative as well as a qualitative nature and identifies the areas in witch the climate perspective occurs and the way it is expressed.
The study shows that the climate perspective appears in many different ways and to different extents in the comprehensive plans. The parts of the plans that address mitigation are: general writings, writings about building, traffic and energy, references to other programs, references to other bodies, implementation and impact descriptions. Some of the plans address mitigation in several of these categories. In other plans the mitigation perspective is very limited, or not present at all. The way the mitigation perspective is expressed also differs when it comes to clarity in formulations about what is to be done and the level of concretion of such formulations.
The results are discussed in the light of the legislation in the field and expectations from national authorities on sustainable spatial planning as well as previous research about strategic spatial planning, comprehensive planning and mainstreaming of climate change. (Less)

För att få en bild av hur kommuner förhåller sig till mitigering, alltså minskning av utsläpp av växthusgaser, i den övergripande fysiska planeringen och hur klimatfrågan har integrerats i den samma undersöks i denna studie hur ofta och på vilket sätt mitigeringsperspektivet återges i översiktsplaner från 21 skånska kommuner. Analysen är både av en kvantitativ och kvalitativ karaktär då den dels beräknar hur ofta och i vilka sammanhang mitigeringsperspektivet förekommer, och dels analyserar på vilket sätt mitigeringsperspektivet återges.
Studien kommer fram till att klimatperspektiv i översiktsplanerna framträder på många olika sätt och i olika stor utsträckning. De delar av översiktsplanerna som tar upp mitigering är: övergripande skrivningar, skrivningar om bebyggelse, trafik och energi, hänvisningar till andra program, hänvisningar till andra instanser, skrivningar om genomförande samt konsekvensbeskrivningar. En del översiktsplaner tar upp mitigering inom flera av dessa kategorier, andra tar upp det i ett fåtal av kategorierna och några tar inte upp det alls. När översiktsplanerna tar upp klimat finns det likheter och skillnader gällande vilka typ av områden eller åtgärder som då beskrivs. De delar som Boverket framhåller som viktiga för översiktsplanering med klimatperspektiv återfinns kopplat till mitigering i ungefär hälften av översiktsplanerna. Sättet på vilket mitigering behandlas kan också skilja sig mycket mellan översiktsplanerna gällande exempelvis tydlighet i viljeriktningar och konkretionsnivå.
Utifrån detta diskuteras hur översiktsplanerna lever upp till nationella myndigheters förväntningar och rekommendationer när det kommer till mitigeringsperspektiv i den fysiska planeringen. Därutöver diskuteras också hur mitigeringsperspektivet, utifrån teorier av tidigare forskning på området, är integrerat i olika delar av planen och om det görs på ett strategisk sätt. Mot bakgrund av detta inleds ett resonemang om varför det ser ut som det gör och vad det kan leda till, vilket skulle kunna undersökas djupare med studiens resultat som grund. (Less)
