Användbara kravspecifikationer vid upphandling av verksamhetssystem inom kommunal vård och omsorg

Syftet med examensarbetet var att undersöka hur användbarhet beaktas och inkluderas vid köp av verksamhetssystem inom kommunal vård och omsorg. Verksamhetssystem som upplevs som användbara av personalen kan effektivisera det dagliga arbetet samt bespara kommuner tid och pengar.

Målet med arbetet var att besvara fyra frågor om användbarhet relaterat till kravspecifikationerna samt slutanvändarna. Arbetet utfördes genom att studera 16 kravspecifikationer från tidigare utförda upphandlingar av kommunala verksamhetssystem inom vård och omsorg. Datan från kravspecifikationerna studerades med innehållsanalys där datan kodades och sedan sorterades i kategorier för att slutligen sammanställas kvantitativt i en tabell. Målet med arbetet var att besvara fyra frågor om användbarhet relaterat till kravspecifikationerna samt slutanvändarna. Arbetet utfördes genom att studera 16 kravspecifikationer från tidigare utförda upphandlingar av kommunala verksamhetssystem inom vård och omsorg. Resultaten visade att kommunerna sällan inkluderar krav på användbarhetsmål som kan mätas eller testas. Av totalt 231 stycken analyserade krav kunde endast sex krav placeras i kategorin mätbara användbarhetsmål. Vidare kunde åtta krav placeras i kategorin användarupplevelse utan att vara test- eller mätbara.

I diskussionen lyfts flera aspekter fram som försvårar arbetet för kommunerna i samband med inköp av användbara verksamhetssystem. Bland annat försvårar EU-direktivet offentlig upphandling för kommunerna att genomgå en traditionell designprocess vid framtagning av ett system, vilket skulle tillåta iterativ utveckling. Det är även svårt för mindre kommuner att anpassa sig till de nationella målen för eHälsa trots finansiellt stöd från regeringen.
Slutligen presenteras ett förslag i form av en lista som skulle kunna utvecklas för att bli ett stöd för kommunerna vid utformning av användbara kravspecifikationer inför inköp av kommunala verksamhetssystem inom vård och omsorg. (Less)

The purpose of the thesis was to investigate how usability is included when purchasing operational systems within the Swedish municipal health care sector. Systems, which are perceived as usable by the users, may cause the daily tasks to be executed more efficiently and effectively. Consequently, the municipalities can save time and money.

The purpose of the thesis was to investigate how usability is included when purchasing operational systems within the Swedish municipal health care sector. Systems, which are perceived as usable by the users, may cause the daily tasks to be executed more efficiently and effectively. Consequently, the municipalities can save time and money.

The goal of the thesis was to answer four stipulated questions regarding usability in relation to the purchasing process and the end user. 16 requirement specifications from previously purchased systems were collected and then subjected to content analysis. In addition, an interview was conducted. The data from the requirement specifications was coded, categorized and summarised as a table, illustrating the prevalence of each category.

The results show that the municipalities rarely include requirements for usability goals that can be measured or tested. Out of a total of 231 analysed requirements only 6 could be categorised as measurable usability goals. Furthermore, the municipals included 8 requirements related to user experience, which were formulated in a manner that could not be measured.

In the discussion, some of the reasons to why it is hard for the municipals to purchase usable operational systems are debated. For instance, the public procurement process initiated by the EU limits the municipalities from partaking in a general design process. Furthermore, smaller municipalities have a hard time meeting the eHealth regulations from the government, even with financial support.

In the end, a suggestion in the form of a list, which could be developed and later used as a template for creating usable requirement specifications, is presented. (Less)
