Abstract
The current migration situation puts high pressure on the European Union. Today’s situation is unsustainable as some states receive a number of refugees beyond their capabilities while other states refuse to receive any at all. In 2016, the Commission presented a proposal that entails a mandatory distribution key for the relocation of refugees which for the member countries would lead to a lowered level of sovereignty in policies relating to migration. The current migration situation puts high pressure on the European Union. Today’s situation is unsustainable as some states receive a number of refugees beyond their capabilities while other states refuse to receive any at all. In 2016, the Commission presented a proposal that entails a mandatory distribution key for the relocation of refugees which for the member countries would lead to a lowered level of sovereignty in policies relating to migration. Besides the concept of sovereignty, the concept of solidarity is often used in debates dealing with migration. Several participating actors of the EU claim to act according to principles of solidarity, but their responses to the migration situation have varied. This paper will analyse the ideas of sovereignty and solidarity brought up in relation to the proposal through two theories on the significance of sovereignty developed by Ernst Haas and Andrew Moravcsik. The study will show that the actors studied have varying views on both the importance of sovereignty, as well as the concept of solidarity. Sweden and the European Commission are shown to have a more supranational perspective on sovereignty and solidarity, while Hungary, Poland, and the Visegrad Group assume more of an intergovernmental perspective on the concepts.
