- This thesis investigates accessible information to the “interested citizen” about EU-related matters in his/her city, with a theoretical method that departs from Dahl’s (1998) definition of democracy, and focuses especially on the criteria of enlightened understanding.
The study consists of analyses of online information and city council debates as well as interviews and mail correspondence with local civil servants within two Swedish cities: Gothenburg and Malmö. Two types of activities are especially considered in the analysis: EU-funded projects and responses to public consultations of the European Commission.

Moreover, regarding the city councils, there is very little debate about EU-related questions. This means that citizens have difficulties getting information on political issues regarding EU in the decision-making bodies. A remarkable result is that information about the cities’ responses to the public consultations of the European Commission is very difficult to find, which is problematic with respect to the Swedish principle of public access to information.
