- Abstract
- This thesis aims to explore if multi-sectoral partnerships regarding water stewardship strengthens or weakens the view of the right to water, in the light of the current development discourse. Based on a single case study with embedded units the phenomenon, multi-sectoral partnerships regarding water stewardship, is explored in the given context of the case, which is the Kilimanjaro Water Stewardship Platform (KWSP). With the theoretical framework the study adopts, based on Sachs post-development theory and perspective regarding equality, resources and productivity, the study examines the power balance between the different sec- tors of KWSP. - This thesis aims to explore if multi-sectoral partnerships regarding water stewardship strengthens or weakens the view of the right to water, in the light of the current development discourse. Based on a single case study with embedded units the phenomenon, multi-sectoral partnerships regarding water stewardship, is explored in the given context of the case, which is the Kilimanjaro Water Stewardship Platform (KWSP). With the theoretical framework the study adopts, based on Sachs post-development theory and perspective regarding equality, resources and productivity, the study examines the power balance between the different sec- tors of KWSP. The study shows all actors and sectors have similar interest in water steward- ship and view it in terms of an economic interest. This indicates an economic understanding of development in KWSP and helps to place the development discourse in the multi-sectoral partnerships. The study finds that if water stewardship is expanded in KWSP to include social development, it can envision water users who do not hold the same economic interests and enables social justice, decouple from the economic understanding of development. The study also explores how the right to water is demonstrated in KWSP and finds that since no sector in the multi-sectoral partnership has an explicit interest regarding the right to water, it reflects the solutions to water security, water problems and the design of the water stewardship. I the closing chapter of the thesis, the discussion address what place human rights should take in multi-sectoral partnerships regarding water stewardship. The discussion shows that multi- sectoral partnerships should include actors representing different interests to strengthen the view of the right to water and view it as both a prerequisite and an integral component of partnerships. Studien finner även att om vatten-förvaltning vidgas i KWSP till att inbegripa social utveckling kan det synliggöra vattenanvändare, som inte hyser samma kommersiella intressen vilket möjliggör för en mer social rätt-visa, frikopplat från den ekonomiska förståelsen av utveckling. Studien utforskar dessutom hur rätten till vatten demonstreras i KWSP och finner att ingen sektor i samarbetet har ett uttryckligt intresse för rätten till vatten vilket reflekterar det hur lösningarna på vattensäkerhet, vattenproblem och utformningen av vattenförvaltning ser ut. Slutligen diskuteras vilken plats mänskliga rättigheter bör ta i multisektoriella samarbeten rörande vatten förvaltning. Diskussionen visar att multisektoriella samarbeten bör inkludera aktörer som representerar fler intres-sen för att stärka synen på rätten till vatten och betrakta det som både en förutsättning och en integrerad komponent för samarbeten.
