The questions answered were what middle manager´s position means, how discretion is defined and how it is specifically illustrated in municipal elderly care. This examination shows that a pattern can be distinguished based on the statements of the middle managers. The middle manager´s position is a link in different parts of the organization that meets requirements and expectations. The middle manager is influenced by the organization's structure, which both allows the middle manager to limit and can create discretion. As long as the economy is good, it increases discretion with more resources. The middle managers highlights a series of desirable skills that focuse primarily on social and communication skills. The theories that have been applied to deepen the understanding of different patterns show that there is no single theory that applies to all situations. It is understandable that the middle manager alternate the different perspectives, depending on context. (Less)
