- Housing first has been introduced as a new method in the field of social work, aimed at homelessness in Sweden. The conventional way of tackling homelessness has made it difficult for people in homelessness to access and retain housing. In the hands of the social services, housing programs, has developed into becoming a tool of control and surveillance. - Housing first has been introduced as a new method in the field of social work, aimed at homelessness in Sweden. The conventional way of tackling homelessness has made it difficult for people in homelessness to access and retain housing. In the hands of the social services, housing programs, has developed into becoming a tool of control and surveillance. As a new approach to the issue of homelessness, Housing first is working in a recovery-oriented way. In this research, five social workers have been interviewed in a Housing first-team in Sweden. The main object of the research has been to focus on how the social workers describe their approach towards the clients in Housing first. Applying Payne’s views on social work, the results show that the social workers within the Housing first-team, approach clients with a social work mainly based on therapeutic views. However, in the face of clients and the surrounding community, the social workers find themselves in complex professional role filled with ambiguity and unpredictability. By using Bolman and Deal’s symbolic frame, the data from the interviews have been analyzed with a focus on symbols and their function. The results showed that symbols, based on principles and values, are helping the Housing first-team in dealing with complexity and shaping a common approach towards the client. (Less)
