- Abstract
- The Rural Development Program 2014-2020, is a way of reducing urbanization and creating more equal conditions between urban and rural areas. However, since fiberoptic cables is built on commercial terms, incentives for digging fiber in rural areas are lacking, which means that different types of support are required for construction to be possible. The administrative and financial difficulties require a good cooperation between all actors involved in the project.
The Swedish government's goal is that 95 percent of Swedish households will have access to fast broadband by 2020. A goal implemented at regional and municipal level. However, there are different strategies for how the municipalities choose to expand the countryside. In this essay I find out why municipalities choose different solutions and how state goals are implemented in practice.
I have chosen to compare three municipalities in Småland, all of whom have chosen different strategies for the construction of fiberoptic cables in rural areas. Namely Växjö, Markaryd and Kalmar.
The result shows that there is no connection between party politics and strategy selection. What approach the municipalities choose depends more on how resourceful the municipality is, whether they own an energy company or not and the personal involvement in the projects. (Less)
