Capacity Building Through Institution Transplantation: Indonesia’s Involvement in SEA-EU-NET (A Case Study)

International transplantation is a commonly used term in the field of
comparative law to illustrate the process of institutional borrowing. Using the
case of Indonesia and its involvement in the SEA-EU-NET project, the
paper is adopting this idea to describe the country’s attempt at mimicking the
7th EU research framework in pursuit of a well-developed national innovation
system. Evidence of such practice has been found through Indonesia’s
National Research Agendas, in which it has evolved closer to that of FP7 and
is helping the country to build its innovation capacity.
