- Abstract
- The Roma population of Sweden has been oppressed by the government for hundreds of years, which has been manifested through lack of civil rights, forced sterilisations and expulsion from society. Today, however, the government aims to include the Roma through various strategies for Roma integration. Although explicit discrimination is not the case anymore, prejudice is often persistent in society. This study aims to investigate how the Swedish government represents the problem of Roma alienation in the national strategy for Roma inclusion, and its possible implications. By combining Carol Bacchi’s analytical framework with substantial theories on inclusion/exclusion and intersectionality it is possible to scrutinise problem representations... (More)

Although explicit discrimination is not the case anymore, prejudice is often persistent in society. This study aims to investigate how the Swedish government represents the problem of Roma alienation in the national strategy for Roma inclusion, and its possible implications. By combining Carol Bacchi’s analytical framework with substantial theories on inclusion/exclusion and intersectionality it is possible to scrutinise problem representations in order to find underlying assumptions about how the government views the group. The study finds that the problem of Roma alienation is described as a problem of rights, but sometimes represented as a problem of social economy. The Roma people are represented as unemployed, uneducated and in a state of misery. There is only little notice taken of other aspects that have effect on the living conditions of an individual. This suggests that the governmental discourse still contains prejudice and generalisations that risks being further reproduced in society. (Less)
